The House of Lords committee have questioned the introduction of Alcohol Disorder Zones (ADZs), saying the unique benefits of the system are “unclear”.
When presented with draft regulations, the House of Lords committee expressed “concern about the transparency and practicality of this proposal”, and said that the regulations “may imperfectly achieve their policy objectives.”
Issues over the timing and allocation of ADZs have prompted the House to debate the regulations in the House of Commons and the House of Lords early next week.
The report states that the “basic method of calculation is highly variable. Despite being described as a measure of last resort and subject to three-monthly review, no finite time limit is set for the existence of an Alcohol Disorder Zone.”
