As the UK population has continued to grow and the average lifespan of individuals has increased considerably. creating extra demand for care services. Previously this tended to be mainly residential based at considerable expense to the state. anyone over retirement age could decide for themselves if they wanted to move into a residential care home. whereby the DSS would pay their rest home fees depending on their financial situation.

In 1993 the Community Care Act was implemented whereby Social Services would assess an individual to determine whether they were eligible for funding and what would be the most appropriate type of care. As a consequence of this the Domiciliary Care market evolved with Social Services purchasing community based care from independent operators whose costs were lower than that of Social Services providing the care themselves.

The market today is estimated to be in the region of £12 - £17 billion per annum with Social Services purchasing up to 70% of their community based care from independent operators. Recent legislation has resulted in Domiciliary Care obtaining professional status and created an ideal Franchising concept whereby a franchised care operator can provide a better standard of delivery than a large corporate or small independent operator.
